METRO PCS: SUBMITTAL OF APPLICATION FOR SPECIAL PERMIT AND SITE PLAN REVIEW: CO-LOCATION ON TELECOMMUNICATIONS TOWER, 290A CENTURY DR.
Mr. Andy Candiello, from TRM, represented MetroPCS at the meeting. He filed an application for a Special Permit and Site Plan Review for a collocation on a telecommunications tower at 290A Century Drive. He stated that T-Mobile already has equipment installed on the tower. MetroPCS intends to install three antennas at 77’ high, within the pole. Each antenna will weigh 29 pounds. Additional equipment will be installed on the concrete pad on the ground. There will be no additional wind load because the equipment will be stored within the pole. The structural analysis is in the process of being completed. When it is, Mr. Candiello will send it to VHB for a structural review. The application and review fees were submitted as well as the requisite application packages. The public
hearing was set for March 14, 2012 at 7:00 p.m. Mr. Candiello will publish the legal notice of public hearing, as well as notifying the abutters.
REPORTS FROM OTHER BOARDS
ZBA: An application for Special Permit was filed with the ZBA for property at 16 Lancaster Street. The new owner of the site intends to replace the dog grooming business with a showroom for new kitchen designs. The property is in the General Residence District. Parking will remain the same. No Site Plan Review will be required. Mr. Vignaly will send a letter to the ZBA in support of the application.

Economic Development Task Force: The Task Force met on January 30th and discussed the site at Wachusett Plaza on which a liquor store will be built. The committee supports Mr. Surabian in his intention to erect a new business on that site. Ms. Paré commented that, if the site is developed according to the approved plan, there is no need for Site Plan Review, however, VHB will need to conduct their usual construction inspections. The site is less than three acres, so the construction review fee is $4,500. There is currently a $311 balance in the Wachusett Plaza review fee account. Ms. Paré will research conditions of approval for Mr. McKeon, who will email the Building Inspector and let him know the Planning Board’s requirements for the site development. There may be
a need for an amended site plan. Mr. Amico will be contacted and advised to send a construction inspection letter to Mr. Surabian.
PAYMENT OF INVOICES/REVIEW OF MINUTES
An invoice from VHB for engineering review services was approved for payment. Upon motion of Mr. Vignaly and second of Ms. Paré, it was unanimously voted to approve as amended the Minutes of the January 25, 2012 Meeting of the Planning Board.

Ms. Pare reported that there is a possibility that a solar field is being planned for the remaining vacant lot on Century Drive. Before that construction, the road needs to be completed. She noted that no taxes will be assessed on the equipment. Mr. Vignaly suggested that a better placement would be the town landfill, so that the town could charge rent. Mr. McKeon will inform the Building Inspector that any developer of the site on Century Drive needs to complete the subdivision road.
At 8:05 p.m., upon motion of Mr. Salate and second of Mr. Frieden, it was unanimously voted to adjourn.
